In reply to your Despatch No. 411 of the
5th. ultime, I have the honour to inform you that as the fees
under Section 12 of Ordinance No. 1 of 1889 are paid to the
Consular Officers (migration Officers) referred to in
Section 8 it was not considered necessary to raise them.
The fee of $200 per annum payable under
Section 29 of the Ordinance by migration Brokers seemed suf-
ficiently high and it was not therefore raised.

The Estimate of $1,750 referred to in the
third paragraph of your Despatch was based on a proposal to
increase the fees under Sections 11 and 21 to $25 for each
trip. This proposal was not adopted and the fees were in-
creased to $15 a year only. The estimated increase of $1,750
was however by inadvertence, which I regret, not reduced
accordingly as it should have been.
